Hospitality cost per keyWhat hotel development benchmarks really tell us

Understanding hotel development benchmarks and why location, specification and project complexity matter as much as room count.

Cost per key remains one of the most widely used benchmarks in hospitality development. But as hotel projects become increasingly complex, relying on a single per-room figure can create a misleading picture of development costs and investment viability.

For owners, developers and investors, understanding what sits behind the benchmark is essential to making informed decisions.

What does it cost to develop a hotel in 2026?

The latest HVS U.S. Hotel Development Cost Survey, published in July 2026, provides an indication of how development costs vary across hospitality categories.

Based on actual project budgets collected during 2025, the survey identifies a national median development cost of approximately $213,000 per room.

However, the differences between hotel categories are substantial.

Hotel categoryMedian development cost per key
Limited-serviceApproximately $170,000–$197,000*
Midscale extended-stayApproximately $170,000–$197,000*
Select-service$200,000
Upscale extended-stay$265,000
Full-service$467,000
LuxuryOver $1.6 million
* HVS reports the $170,000–$197,000 range collectively for limited-service and midscale extended-stay properties.

These figures represent total development budgets, not simply building construction costs, and reflect a broad range of US markets.

The substantial difference between select-service and luxury developments demonstrates why a single industry-wide cost-per-key benchmark has limited value.

Why hotel development costs vary so significantly

Several factors influence the final cost of a hospitality development.

Location and site conditions

Urban developments, waterfront locations and remote resort destinations can introduce significant additional costs associated with logistics, site preparation, infrastructure and labor availability.

Brand standards and specification

Hotel operators and brands establish requirements covering guestroom design, finishes, public spaces, building systems and operational facilities.

Higher-end properties often require more extensive amenities and premium finishes, contributing to higher development costs.

Facilities beyond the guestrooms

Restaurants, meeting facilities, spas, pools, event spaces and back-of-house infrastructure can represent substantial investments.

Two hotels with identical room counts may therefore have significantly different construction budgets.

Project scale and configuration

Building height, structural systems, parking requirements and the ratio of guestrooms to public areas all influence development efficiency.

The limitations of cost per key

Cost per key is a useful early-stage indicator, but it should not be treated as a complete measure of project efficiency.

For example, a luxury resort with extensive public amenities may have a significantly higher cost per room than a conventional urban hotel.

That does not necessarily indicate poor cost performance. The development may have a fundamentally different commercial model, specification and guest experience.

A more meaningful assessment requires costs to be examined alongside gross floor area, room size, building systems, amenity provision and project location.

This allows developers to distinguish genuine cost inefficiencies from legitimate differences in scope.

From benchmarking to informed investment decisions

As hospitality projects face continued pressure from construction costs and financing conditions, accurate early-stage budgeting becomes increasingly important.

HVS reports that US hotel supply grew by only 0.7% in 2025, with growth forecasts of 0.8% in 2026 and 1.1% in 2027.

These relatively modest rates of expansion reflect the challenges facing new hotel development.

In this environment, developers need greater confidence in their budgets before committing substantial capital.

Structured historical project data can help teams evaluate development options, test specifications and identify opportunities to improve cost efficiency.

DHARAMetrics supports this approach through project benchmarking, cost modeling and scenario analysis, helping owners understand how design and specification decisions influence capital costs.

Looking ahead

As hospitality development evolves, cost-per-key benchmarking will remain a valuable tool, but its effectiveness depends on the quality and relevance of the underlying data.

For developers, the priority should be moving beyond headline figures toward a more detailed understanding of the relationship between scope, specification, location and investment value.

The Dharam perspective

Successful hospitality developments begin with realistic budgets and a clear understanding of project value. Combining feasibility analysis, detailed cost planning and data-led benchmarking enables owners to evaluate investment decisions with greater confidence, from initial concept through construction delivery.
